The European Commission, DG XII, has published an invitation to tender for RTD actions under its specific RTD programme in the field of environment and climate (1994-1998). Parties eligible to participate in the specific programmes of the Community's Fourth Framework Programme are invited to submit proposals for RTD actions in the following area: - Space techniques applied to environmental monitoring and research, in particular research and development work for potential future operational activities (area 3.2. of the work programme). The research and technological development work carried out under this call will be the subject of shared-cost actions (research projects and technological stimulation measures) and concerted actions. The Community's contribution to shared-cost RTD projects will normally not exceed 50% of the total costs, with progressively lower participation the nearer the project is to the market place. Universities and other institutions which do not have analytical budget accountancy will be reimbursed on the basis of 100% of the additional costs. The estimated budgetary allocation for implementing this activity will be approximately ECU 4.5 million. As a general rule, RTD actions should involve at least two non-affiliated partners from different Member States or from one Member State and one associated state. The results of RTD actions funded will be disseminated on the basis of the principles set out in the Council Decision concerning the rules for the diffusion of results of research arising from the specific RTD programmes of the European Community. Before submitting a proposal, applicants are strongly encouraged to contact either relevant Commission personnel or national contacts (the list of such contacts is included in the information pack accompanying this call). In so doing, they can be assured that their proposals will be in line with programme objectives and eligibility criteria before they are formally submitted.
