The European Commission has published a proposal for a Council Decision adopting a programme of non-legislative measures to improve health and safety at work. The proposed programme of measures, if adopted, would cover a five-year period from 1 January 1996 to 31 December 2000. The programme would focus on two main areas of activity. The first of these would concern the production of guidance notes and core information material to assist with the correct application of Community legislation. It would also include education and training initiatives and the investigation of key problem areas. The second area of activity would concern the Safety Actions for Europe (SAFE) programme aimed at improving health and safety at work, particularly in small and medium-sized enterprises. The Decision also provides for the establishment of an advisory committee, composed of a representative from each Member State, to ensure proper execution of the budget and evaluation of the non-legislative measures implemented.
