The European Commission, DG VI, has published an open invitation to tender for the monitoring, by remote sensing, of aids for cultivated areas in the Member States. An integrated management and monitoring system, related to a number of Community aid schemes, was set up by Council Regulation No 3508/92 of 27.11.1992 (OJ No L 355 of 5.12.1992 p. 1). This authorizes the use of remote sensing for monitoring aids for cultivated land areas. A number of Member States have chosen this option for at least one part of their territory (Belgium, Germany, Greece, Spain, Finland, France, Ireland, The Netherlands, Austria, Portugal, Sweden, the United Kingdom). Under the present call, the Commission and the Member States concerned will cofinance the provision of services to verify, by remote sensing, grant requests received annually from farmers for cultivated areas. Depending on the Member States, satellite images and/or aerial photographs will be used. The contracting party will be requested to monitor a sample of files each containing a list of the cultivated plots of land. These should be compared to images acquired through remote sensing and the results sent to the competent services of the Member State concerned. Accompanying documentation, especially cartographic, enabling the plots to be located and verified on-site may also be requested. The final on-site verification is the responsibility of the Member State. Companies interested in responding to this call will be expected to have a perfect working knowledge of spatial and/or aerial remote sensing as applied to agriculture.
