The European Commission, DG XXI, has published an invitation to tender for the provision of information technology (IT) support to the SAMCOMM project for the enforcement and control of the UN embargo against Serbia and Montenegro. Council Regulation (EEC) No 1432/92 institutes an embargo against Serbia and Montenegro on the basis of the UN Security Council Resolutions in this area. Within the framework of the Conference on Security and Co-operation in Europe (CSCE), acting jointly with the European Union, an operational structure for technical assistance was decided upon, in September 1992, in order to ensure effective implementation of the UN Security Council Resolutions and the unhindered flow of legitimate traffic allowed by the UN Resolutions. The contractor will be required to provide IT support to the Sanctions Assistance Mission Communication Centre (SAMCOMM), both in the field and at its Brussels headquarters. The work will be carried out under the control and supervision of, and reporting to, the SAMCOMM IT Manager. The contract will be divided into the following four lots: - Lot 1 - Training: general IT training, as well as specific SAMCOMM database training, to be given in a classroom context, in workshops and in one-to-one situations. Training may take the form of standard courses, or customized programmes for individual needs, and may take place in Brussels, the SAMCOMM training centre in Vienna and in the field. Specific training experience will be required; - Lot 2 - Technical Assistance and Support: responsibility for maintaining the operability of the satellite-based messaging and communications network and also for the satisfactory operation of the hardware and software infrastructure deployed in the Sanctions Assistance Missions (SAMs). Frequent travel at short notice in response to operational problems may be necessary; - Lot 3 - Application Development and Maintenance: continued development and maintenance (analysis, design, construction, implementation and documentation) of SAMCOMM-related applications, serving SAMCOMM HQ and the SAMs. This includes planned improvements and new developments, as well as time-critical work in response to operational requirements; - Lot 4 - Helpdesk and Administration: this function, essentially administrative, requires the organization of front-line response to problems reported from the SAMs and from SAMCOMM HQ. The problems will be logged, and details forwarded to the appropriate resources, with the intervention of the SAMCOMM IT Manager if necessary. Other duties will include all follow-up of problems, together with documentation and regular statistical analyses, minuting of regular progress meetings and follow-up of action points, ad-hoc data-input tasks and any other duties of an administrative nature. The services will be performed primarily at the contractor's usual workplace, with frequent visits to SAMCOMM HQ in Brussels, the SAMs in the Balkans and nearby countries. Meetings will be held in Brussels under the responsibility of Directorate-General XXI (Customs and Indirect Taxation) of the European Commission.
