A proposal for a Council Decision submitted by the Commission on 23 July 1991 (COM(91) 268) concerns the accession by the EEC to the Protocol to the 1979 Geneva Convention on long-range transboundary air pollution. The Protocol, open for accession from 6 May 1989, sets forth measures to be taken to control and/or reduce national annual emissions of nitrogen oxides or their transboundary fluxes to pre-1988 levels by 31 December 1994. Parties to the Protocol shall facilitate the exchange of relevant technology and give high priority to appropriate national research programmes within the framework of the Geneva Convention. Calculations of nitrogen budgets and also of transboundary fluxes and deposition of nitrogen oxides shall be provided on an annual basis to the Convention's Executive Body by the Cooperative programme for monitoring and evaluation of the long-range transmission of air pollutants in Europe (EMEP). A technical annex on control technologies for nitrogen oxide emissions forms an integral part of the Protocol.
