The Council of the European Union has adopted a common position on the proposed Directive on the application of open network provision (ONP) to voice telephony which forms part of the European legislative framework for the creation of an internal market for telecommunications services. The common position has been adopted following the rejection of the Commission's original proposal by the European Parliament. Broadly, the Directive would establish three general objectives with respect to voice telephony: - To create rights for users of voice telephony services; - To improve access for all users to the public telephone network infrastructure; - To enhance Community-wide provision of voice telephony services.
