The European Commission, DG XIII, has published a pre-information notice prior to putting out a call for proposals for actions in the field of trans-European telecommunications networks. The implementation of trans-European networks, and especially telecommunications networks, are essential requirements for the running of the internal market, strengthening of economic and social cohesion in the Union, and establishing the Information Society. The objectives targeted by these actions are defined in Articles 129B, 129C and 129D of Title XII of the Treaty establishing the European Union. A European Parliament and Council Decision concerning the development of the EURO-ISDN as a trans-European network was adopted on 9 November 1995 (OJ No L 282 of 24.11.1995 p. 16). Furthermore, a proposal defining a set of orientations for the trans-European telecommunications networks has been submitted to the Council and European Parliament (COM(95) 224 final of 31.5.1995). This pre-information notice is published to speed-up the initiation process for actions in the field of trans-European telecommunications networks and to give interested organizations the necessary time to prepare their proposals. A formal call for proposals is scheduled to be published in the Official Journal by the European Commission in March 1996. This call will indicate, in particular, the final date for submission of proposals. The actions likely to be financed by the Commission are to involve conducting feasibility studies, validation and development of actions for projects of common interest in certain specific areas of trans-European telecommunications networks, in accordance with the European Commission's 1996 work programme in this field. A consultation document relating to the drawing up of this work programme may be obtained on written request or by facsimile. Financing of the actions will be governed by EC Council Regulation No 2236/95 of 18.9.1995 (OJ No L 228 of 23.9.1995 p. 1). This regulation will determine the general rules for granting Community financial aid in the field of trans-European networks. For 1996, the envisaged amount of Community contribution is ECU 22 million.
