The European Commission, DG XVI, has published an invitation to tender for the provision of assistance in the implementation of the Urban Pilot Projects. The Commission wishes to secure the assistance of an internationally-oriented body to assist it in the implementation, monitoring and management of Article 10 Urban Pilot Projects (UPP), which promote innovative urban development measures. The body selected will be required to undertake all of the following tasks: - Assistance during the selection period of new UPPs; - Monitoring and technical assistance during the implementation of the UPPs; - Reports; - Dissemination of information (meetings/seminars). Tenderers are required to provide detailed information demonstrating their ability as regards: - Technical capacity to organize a secretariat, including staff with the qualifications required to undertake and provide all the services and products required in this invitation to tender, either directly or through the intermediary of subcontractors; - Ability to communicate in all Community official languages; - Being equipped with adequate computer facilities; - A good knowledge of Community regulations regarding financial control of projects and payment procedures, as well as a knowledge of Community policies, particularly the regional policies; - Ability to carry out the specified work in all countries of the European Union; - Experience in the field of urban development matters; - Proven ability to promote activities, to organize and dialogue with all those involved in urban development and to assess the amount of technical work completed in relation to expenditure statements submitted; - Proven experience in the field of monitoring and management, as well as in the field of creating databases and network communications.
