Interchange of data between administrations
The European Commission, DG III, has published an open call for tender for assistance to the contractors in charge of projects carried out under the Interchange of Data between Administrations programme (IDA) of the European Communities. The call for tender is divided into three lots, corresponding to three different IDA projects: - Lot 1: European Environment Agency telematic network (EIONET); - Lot 2: TESS programme (Telematics for Social Security) - Development of a reference system for the pensions sector; - Lot 3: Competition policy (FOURCOM) - Pilot telecommunication system for the exchange of documents and inter-personal mail between the Commission, and the competition authorities within the Member States. For each of these lots, the successful applicant will assist the contractor in charge of the project in defining quality plans and improving their quality methodology. They will also support the administration end users in determining the acceptance criteria for project deliverables, and assessing deliverables against these criteria. The successful applicant will also be required to carry out an overall assessment of quality activities within each project to identify a more coherent quality strategy which can be applied to future IDA projects. Tenderers may submit tenders for any or all of the three lots, but separate tenders must be submitted for each lot. Projects are expected to start in September 1996.
