Financial and technical cooperation: Asia/Latin America
An amended proposal (COM(91) 364) for a Council Regulation (EEC) on financial and technical assistance to and economic cooperation with the developing countries in Asia and Latin America (ALA), modifies the initial proposal (COM(91) 104), inter alia emphasizing cooperation on environment and natural resources (including specific environmental protection projects), and the structural dimension. Amendments also take into account: Human and cultural dimensions; rehabilitation and reconstruction following disasters; anti-drug programmes; the importance of regional cooperation; bilateral aid; encouragement of associations of research centres and institutes; the acquisition of modern technology and know-how.
