Biotechnology programme: Amended proposal
An amended Commission proposal for a Council Decision adopting a specific research and technological development programme in the field of biotechnology (1990 to 1994) (COM(91) 386, submitted 18 October 1991) makes amendments particularly to the Recitals of the initial proposal and also to Annex I, the Scientific and Technical Objectives. Inter alia, additions to the Recitals make reference to: Community policies and objectives; the encouragement of basic research; training; assessment of ethical, economical and social impact; the compliance of contractors with national laws (particularly concerning research using the methods of recombinant DNA); EC Directives on genetically modified microorganisms (90/219/EEC and 90/220/EEC); the ethical and social effects of applications in health care, agriculture, industry and the environment; the creation of an appropriate advisory structure to examine ethical implications. Amendments to Annex I clarify and expand on particular topics of study. Annex II allocates 10% of the budgetary appropriation to basic research, 5-7% to training, and 3% to the assessment of ethical and socio-economic effects and technological risks.
