The European Foundation for the Improvement of Living and Working Conditions has published an invitation to tender for the supply of computer database services to launch the European Industrial Relations Observatory (EIRO). The aim of the EIRO is to provide top-quality, up-to-date information and analysis of industrial relations in the European Union. This invitation to tender is for the supply of a database management service that will support the collection, analysis and dissemination tasks of the EIRO. It is planned to carry out the development of the observatory in two phases: - Start-up phase (1 October 1996 to 30 September 1997). The objectives of this phase are mainly: . For the project in general: - To test products, services and operations; - To phase in products, services and operations; . For this tender in particular: - To set up, test and operate the database management service; - Full implementation phase (1 October 1997 to 30 September 1998). The objectives of this phase are mainly: . To establish a database with news, features and comparative records; . To service the input into this database on an ongoing basis; . To provide load files of records for different purposes. The contracts for the start-up phase and the full implementation phase will be for a duration of one year, each beginning, at the latest, four weeks following the signature of the contract.
