At the Fisheries Council in Brussels on 22 April 1996, the Ministers responsible for fisheries in the Member States unanimously adopted a Commission proposal for a Regulation fixing the conditions for the annual management of fishing quotas.
The Commission's proposal, presented in December 1994, aims to introduce a more flexible approach in the management of quotas for certain fish stocks, while ensuring increased protection for endangered species.
