The Statistical Office of the European Community (EUROSTAT) has launched an invitation to tender for research work relating to various thematic domains in official statistics for scientific and technical support activities of a competitive nature. The work to be undertaken falls under the Fourth RTD Framework Programme and relates to the specific programmes in the following areas: socio-economic research, information technologies, transport, environment, statistical methods and applications, application of artificial intelligence techniques, and the diffusion and valorization of research results. The services needed are divided into the following 32 lots: - Lot 1: prices: development of methodologies in consumer price indices (CPIs) and purchasing power parities (PPPs); - Lot 2: development of procedures for handling multi-source evidence integration and assisting land-use change-detection in analysis of remotely sensed data/knowledge base to assist land-use change-detection using remotely sensed data; - Lot 3: geographic sampling strategies and remote sensing; - Lot 4: automatic processing of satellite images for the delimitation of urban agglomerations; - Lot 5: utilization of infra-municipal information for the collection of data on the functional zones consisting of a set of local units; - Lot 6: testing the design effect of different questions on employment and unemployment/how to use registers to get information on income; - Lot 7: management tools for the coordination of samples and time management of panels; - Lot 8: statistical modelling of multimodal transport networks, including trans-European networks; - Lot 9: time-use survey - development of a European satellite system of household production; - Lot 10: system for estimating unit conversions in Prodcom; - Lot 11: cause of death statistics; - Lot 12: healthcare resources statistics; - Lot 13: material efficiency elements in a broader policy context of industrial efficiency and of industrial and environmental policy - information requirements; - Lot 14: technology databases as a source of environmental information; - Lot 15: analysis of statistical nomenclatures and the study of alternative approaches; - Lot 16: multivariate methods; - Lot 17: causality analysis with neural networks and their use for transport data analysis; - Lot 18: modelling a classification system and a codification method for statistical observations; - Lot 19: framework of indicators on replacement income: development and extension for disability benefits; - Lot 20: development of a standard statistical classification of waste-water treatment operations according to technological criteria; - Lot 21: use of administrative or banking data to estimate economic trends in very small regions; - Lot 22: multimedia for professional statistical training; - Lot 23: household budget surveys, improvement of statistical basis for analysis; - Lot 24: evaluation and quality analysis for national accounts aggregates; - Lot 25: ECHP - flexible labour and its impact on earning and poverty; - Lot 26: methods to measure intangibles; - Lot 27: scientific journal for dissemination of results of research and development activities in official statistics in the EU; - Lot 28: seminars on knowledge extraction and confidentiality; - Lot 29: multimedia and new IT, including standardization activities; - Lot 30: computer graphics and visualization/study on the application of parallel coordinates to statistical data and training in this technique; - Lot 31: customized geographical information systems in statistics; - Lot 32: databases and metadata in a reference system. Tenderers may bid for one, several or all of the lots. Tenders for parts of lots are not acceptable. The contracts should be completed within one year of the date of signature of the contract, likely to be in the fourth quarter of 1996. The provision of these services will require frequent contacts with EUROSTAT in Luxembourg as well as attendance at working meetings. An open day for information on the projects for all parties interested in participating in the tender will be held on 13 June 1996 (10.00-17.00) in EUROSTAT's premises in Luxembourg (room M6, Jean Monnet Building, rue Alcide de Gasperi, L-2920 Luxembourg).
