A series of Council Decisions (91/611/EEC to 91/617/EEC, of 28 October 1991) concerns the conclusion of Agreements between the European Economic Community and seven other countries (EFTA countries and Liechtenstein), establishing cooperation in the field of education and training within the framework of the ERASMUS programme. In the various Decisions the Council approves on behalf of the Community the Agreements reached with Austria, Finland, Iceland, Norway, Sweden, Switzerland and Liechtenstein. The Agreements are concluded for a period of five years, renewable for a further period of five years, in the field of inter- university cooperation and mobility as set out in the four actions of the ERASMUS programme. These are: The establishment and operation of a European University Network; the ERASMUS student grants scheme (grants cannot be awarded to students from one EFTA country for the purpose of facilitating a period of study in another EFTA country); measures to promote mobility through the academic recognition of diplomas and periods of study; complementary measures to promote student mobility in the Community (with equal eligibility for the signatory country). Contributions of each country to the financing of ERASMUS are included in the Agreements. Programme actions plus the text of the particular Agreement are annexed to each Decision.
