European Parliament: Resolution on the JRC
The European Parliament, in a Resolution of 13 September 1991 on the Joint Research Centre (JRC), sets out the Parliament's opinion that on the basis of multidisciplinary Community research, the JRC should contribute not only to the implementation of specific programmes but also to the development and exploitation of scientific and technical support activities for Community policies, while at the same time strengthening its scientific role in the drafting of Community legislation and legislative harmonization and acting as a technical reference body. Inter alia, the Resolution calls on the Commission: To ensure that within the framework of its research activities the JRC concentrates on the needs of industry, the needs of society and the encouragement of human resources; also to ensure that proposals for new JRC multiannual programmes for direct R&D activities provide for simultaneous implementation with current and future Framework programmes, and that the multiannual JRC programmes form part of future R&D Framework programmes; that it concentrates its work in the energy sector on non-nuclear activities and, in the nuclear area, on nuclear safety; that it plays an active role in the programme for the dissemination of Community RTD results. The Commission is also called on to tighten up monitoring of the management efficiency of the centres and to consider the possibility of granting greater scientific, budgetary and commercial autonomy to the institutes by giving greater responsibility to their directors.
