An amendment to the proposal for a Council Decision adopting specific research programmes to be implemented by the Joint Research Centre for the European Economic Community (1992-1994) (COM(92) 1 of 27.1.1992) introduces a number of new Recitals. These make reference to the JRC's role in issues relating to renewable energy sources, cooperation with third countries, the ethical and social aspects of Community policies, international cooperation in the fields of energy and environment, and the encouragement of research to meet the competitive challenge from the USA, Japan and the emerging South-East Asian economies. Annex III to the proposal now stipulates that research projects open to international cooperation shall include cooperation measures with major international research laboratories and make provision for the exchange of researchers. Supplementary measures should be envisaged to allow cooperation with institutions and laboratories in Central and Eastern Europe. The JRC's institutes shall also focus part of their activities on assessing regional capacities for aspects of RTD. An amendment to the indicative breakdown of expenditure for the period 1992 to 1994 sets out the amounts deemed necessary for implementation of: Industrial and materials technologies (ECU 77.22 million), Measurement and testing (ECU 91.08 million), Environment (ECU 148.5 million), and Human capital and mobility (ECU 24.75 million). A further amount of ECU 3.45 million, not included in these figures, is reserved as a contribution from these specific programmes for the centralized action on dissemination and exploitation of results.
