The European Commission has published an outline of Community policies for education, training and youth, available on the Europa server on the World Wide Web.

This outlines the main actions and programmes run by the Community in these areas. These include:

- LEONARDO DA VINCI programme for vocational training;
- SOCRATES programme for educational cooperation;
- TEMPUS programme for higher education cooperation with PHARE and TACIS partner states in Central and Eastern Europe;
- European Year of Lifelong Learning 1996 designed to raise awareness of lifelong learning;
- YOUTH FOR EUROPE programme for cooperation in youth activities.
