On 28 November 1995 in Barcelona, the European Union and 12 Mediterranean countries signed a declaration concerning the new Euro-Mediterranean Partnership which creates a framework for political, economic, cultural and social ties between the partners (EU and Morocco, Algeria, Tunisia, Egypt, Jordan, Israel, Syria, Lebanon, Turkey, Malta, Cyprus and the Palestinian Territories).

The declaration covers three major topics:

- A political and security partnership aimed at creating a common area of peace and stability;
- An economic and financial partnership designed to establish a common zone of prosperity, notably by gradually introducing free trade;
- A social, cultural and human partnership designed to increase exchanges between the civil societies of the countries taking part.

Follow-up activities, known as the Barcelona Process, are a key aspect of implementing the declaration. In the area of economic and financial partnership, the following activities and events are scheduled to take place throughout 1996 and early 1997:

- Preparatory meeting: 4-5 July 1996, Brussels;
- Experts Meeting on Economic Transition: second half of 1996, location and exact date to be confirmed;
- First Meeting of Experts on the implementation of the multiannual rolling work programme for maritime transport in the Mediterranean: 14-15 October 1996, Cyprus;
- High-level meeting on water management: November- December 1996 (exact date to be confirmed), France;
- Second Ministerial Conference on the management of fish stocks in the Mediterranean: 27-29 November 1996, Venice;
- Third meeting of the Monitoring Committee on Science and Technology: December 1996, location and exact date to be confirmed;
- Ministerial Conference on Science and Technology: 1997, location and exact date to be confirmed;
- Conference on inter-regional cooperation between local authorities: first semester 1997, location and exact date to be confirmed;
- Conference on Private Investment: 6-7 March 1997, London.
