The European Commission, DG XV, has launched an open call to tender for a study on the implementation of electronic tendering in a pan-European procurement environment. The study aims to define a framework for pan-European implementation of electronic procurement which is accepted and supported by the key market agents. This framework should provide a harmonized technical, legal and business environment within which different technical solutions can interoperate at European and worldwide level. The study should include a model for pan-European electronic procurement as well as recommendations for possible implementation strategies. The duration of the contract will be nine months from the date of signature. Tenderers must demonstrate experience in the field of the study, and demonstrate that they have sufficient resources, including linguistic, to cover the whole of the EU adequately.
