Council Conclusions on mobility in higher education
Conclusions of the Council and the Ministers of Education meeting within the Council on cooperation for the reinforcement of mobility in higher education (25 November 1991) note the strengthening of cooperation between institutions of higher education in the Member States and the steady increase in mobility among students and staff since the COMETT, ERASMUS and LINGUA programmes were established. This trend has brought into focus a number of obstacles to mobility on which short term action could be taken, even while awaiting the outcome of the debate on this issue launched by the Commission's memorandum on higher education in the European Community. The Commission is also invited to develop computerized databases and networks to improve information on courses in higher education in the Member States, and to intensify activities leading to the development of a database for student information purposes containing a compendium of courses offered. These activities could be based on existing networks and initiatives including the national academic recognition information centres (NARIC).
