The Council of EU Ministers has published its conclusions on the Commission's White Paper on "Teaching and learning: Towards the learning society". In its conclusions, the Council identifies key areas in which work needs to take place: - The recognition of key skills across national boundaries; - Bringing schools and the world of work closer together, to assist young people in finding employment after completing school; - Combating exclusion, particularly that caused by the spread of new technologies; - Increasing knowledge of languages; - Treating tangible and intangible investment on an equal footing. The Council also recalled that any action proposed following the debate on the White Paper must observe the principles of the Treaty, the principle of subsidiarity, and the need to comply with the financial perspectives for education in the Community budget.
