Report on state of the environment in Europe
The European Environment Agency (EEA) has launched an open call to tender for a report on the state of the environment in Europe. The EEA recently published "Europe's environment: The Dobris Assessment", which assesses for the first time the state of the environment of nearly 50 European countries. This report was requested by the European Environment Ministers' Conference in June 1991. The EEA is now preparing the follow-up to this report (working title: "Dobris +3"), as requested by the Ministerial Conference in October 1995, which is due to be published by January 1998. "Dobris +3" should assess the progress and prospects of the main environmental issues since Dobris. The EEA is seeking expert consultants to assist in: - Lot 1: the analysis of specific national reports on the state of the environment and other material to select complementary data which could not be obtained through implemented working channels; - Lot 2: the data-gathering by questionnaire, compilation and analysis of information on the state of action. It is the intention to include in each main chapter of the "Dobris +3" report an overview of policy actions at national and international level taken since the Dobris Conference (1991). These should enable comparison on a country-by-country basis of observed changes in emissions and environmental quality, and measures taken. On the basis of an outline and list of contents prepared by the agency, the process of data collection, gathering and aggregation will be organized by the agency and coordinated with national and international partners. Following this, it is foreseen that external experts will help analyse the material gathered by the agency. Proposals are requested from experts in the field of analysis and integration of environmental information and state of action practised in analysis and presentation of such information in various fields of the environment.
