The European Commission, DG XVII, has published an invitation to tender for a study on the potential options to facilitate investment in energy in the Mediterranean partner countries. In the coming decades, a huge amount will have to be invested in the energy sector in the southern and eastern Mediterranean regions. Owing to macro- and micro-economic constraints on enterprises and governments, these financing needs will have to be met by new channels, essentially the mobilization of domestic and international private investment. The objectives of the project are: - Global analysis of the specific nature of risks for energy-related projects; - Review and analysis of the existing systems in order to facilitate and guarantee energy investments in these countries; - Organization of a seminar; - Regarding the systems: assessment of the weak points of existing systems, assessment of evolution which may occur from the decision taken or to be taken by all relevant institutions with their positive and negative aspects; - Recommendations.
