The European Commission, DG XXII, has launched a call for expressions of interest in relation to studies and consultancy services in the fields of education, training and youth. Applications which satisfy the criteria will be placed on a list of potential service providers for contracts in these fields. The services likely to be required come under the third objective, combating exclusion, of the Commission's White Paper on "Teaching and learning: towards a cognitive society", adopted in November 1995. Under this objective, the Commission is establishing an experimental project setting up "remedial schools" in each of the Member States. The Commission will call on external contractors to fulfil a range of services, many of which will require on-site presence, in the following areas: - Identification of towns interested in implementing a pilot project for remedial schools and offering opportunities of close partnership with companies or associations. Help with the selection process based on the drafting of a report containing the various projects of the applicant towns; - Advice to the respective towns which are selected aimed at organizing financial matters in relation to the projects (public, private and Community financing); - Follow-up with the implementation of the projects, and continuous evaluation (methodology, reports); - Researching innovative techniques concerning the fight against exclusion and remedial educational mechanisms with a view to fostering a network for the exchange of experiences between the pilot projects for remedial schools, the existing mechanisms and the towns, local bodies or persons concerned by the issue; - Ensure the sound management and optimal use of the network for the exchange of experiences for the pilot projects in liaison with the coordinator. The estimated time limit for implementing the pilot projects is three years, involving the launching of three or four schools each year. The Commission will therefore assign the consultants according to their geographical competence on an "as and when required" basis.
