Council resolution on access to culture for all
The Council of Ministers has published its resolution of 25 July 1996 on access to culture for all. The resolution recognizes the need to ensure that EU citizens have access to culture, as an essential condition for full participation in society. The Council agrees to encourage cooperation with the Council of Europe and UNESCO in the area of access to culture, particularly through the interchange of experience. The resolution calls on the Commission to carry out a Europe-wide survey to ascertain the facts about access to culture and the needs felt by citizens. The survey should, in particular, ascertain the needs of young people and those experiencing different forms of exclusion. The survey will be based on existing experience and statistics, and will help to target more accurately measures concerning access to culture for citizens within European Community programmes. The Commission will submit to the Council, by the end of 1997, the results of the survey in the form of a report on access to culture for all.
