The United Kingdom's Parliamentary Office of Science and Technology (POST) has recently published a report entitled "The European Union and research - EU Framework Programmes and national priorities". POST is a member of the European Parliamentary Technology Assessment (EPTA) network, coordinated by the Scientific and Technological Options Assessment (STOA) of the European Parliament. The report aims to give members of the British Houses of Parliament details of the history and policy issues involved in EU research policy, in the context of the forthcoming discussions on the Fifth RTD Framework Programme. The report discusses the reasons for EU collaboration in research, and the areas chosen for research cooperation on that basis. From a UK stand-point, the report examines the effects of European funding, both on research in general and specifically on government funding for national research programmes. The report concludes by examining a number of issues which are of specific interest in the debate on the Fifth Framework Programme. These include: the priority areas for the programme; the evaluation of programmes; the role of the Joint Research Centre (JRC); and the focus on innovation.
