A Communication from the Commission provides a short description of the SAVE programme as proposed in Commission document COM(90) 365 and amended by the European Parliament at its July 1991 session. The programme was adopted by Council Decision 91/565/EEC of 29 October 1991 (OJ No L 307 of 8.11.1991). Its main objective is to promote energy efficiency throughout the Community, thereby contributing to better use of resources, improved fund allocation and the achievement of the internal market. An initial set of technical measures will be concerned with the performance of equipment (definition of standards, cogeneration, house automation). These are to be backed up by financial instruments providing additional incentives in other areas together with measures aimed at influencing consumer behaviour (promotion of third-party financing, taxes and other levies, development of national energy plans). Where appropriate, third countries will be associated with SAVE actions. The Community action programme for improving the efficiency of electricity use approved by the Council on 5 June 1989 will be integrated into the programme.
