The European Commission, DG IV, has launched an invitation to tender for technical assistance in the area of competition cases in the telecommunications sector. The Commission is issuing a Notice on the Application of the Competition Rules to Access Agreements in the Telecommunications Sector. The objective of the tender is to obtain expert support to assist the Telecommunications, Posts, Information Society Coordination Unit of DG IV (Competition) in analysing and dealing with competition cases which arise in the context. In particular, the unit requires the support, in the context of individual cases, of experts with experience of interconnection and access issues, including costs, tariffs and accounting information. Such expertise will be required for an extended period of time, covering the anticipated roll-out of networks in Europe. The experts will be required to undertake detailed analysis of technical, economic and legal aspects of access/interconnection cases in the telecommunications sector, brought to the attention of the Commission under competition law. DG IV intends to draw up contracts for the assistance of up to three consultants with considerable experience covering the technical, microeconomics (in particular tariffs) and legal aspects of telecommunications access/interconnection agreements. A detailed description of the services to be provided is contained in the tender documents. The work is to be carried out in two different lots, each of them paying particular attention to the characteristics of the following main areas: - Lot 1: microeconomics analysis (in particular general tariffs and accounting methods); - Lot 2: legal analysis (in particular, access rights and issues). Tenderers may apply for one or both lots. The contract for each lot will run for one year from the date of signature.
