"Citizens First", the most ambitious information initiative ever undertaken by the European Community, was launched on 26 November 1996 by the European Commission President, Jacques Santer, and the Presidents and Chairmen of the other Community Institutions. "Citizens First" aims to ensure that the maximum number of European citizens are fully aware of their rights and opportunities from the Single Market and other Community policies. In particular, the campaign will provide information to individuals on their rights to live, work and study in other EU Member States. A combination of advertising, press coverage and events in the Member States will be used to ensure maximum awareness. Free phone numbers will be set up in each Member State, so that those interested can make specific enquiries in their own language. In addition, a series of factsheets about citizens' rights in the Community, and about each Member State, will be available in 17 languages. These factsheets will also be available on the World Wide Web.
