The European Commission, DG IA, has published a call for proposals for projects to be supported under the PHARE Partnership Programme 1996. The PHARE Partnership Programme supports initiatives in the non-profit sector, involving at least two partners from two different countries, including one PHARE country, that encourage local economic and socio-economic development in the Central and Eastern European countries. The aims of the Programme are: to promote sustainable local development; to strengthen decentralized, non-profit organizations contributing to the process of local economic development; to encourage international cooperation; and to encourage the development of civil society. Applications are particularly encouraged for the following types of projects: - community-based projects, and projects that build bridges between the local economic sector, NGOs and local government; - projects that facilitate the entry of Central and Eastern European organizations into wider European umbrella organizations and networks; - projects that actively promote European integration; - projects that usefully complement ( but do not duplicate) existing PHARE and other donors' activities in Central and Eastern Europe. The PHARE Partnership Programme has a budget of ECU 10 million for 1996, and this budget will cover a maximum of 70% of project costs where Community partners participate or 80% of costs where all partners are from the PHARE countries. The minimum grant will be ECU 8,000 and the maximum ECU 200,000. Applications should be made on the official application form, which is contained in the PHARE Partnership Programme 1996 dossier.
