Commission proposes creation of European aviation safety authority
The Commission has adopted a proposal to the Council for a negotiating mandate for the establishment of a European organization responsible for civil aviation safety. Although it acknowledges that Europe already has a very strong safety record, the Commission believes there is no room for complacency in this area. The Commission, therefore, proposes that the existing Joint Aviation Authority (JAA), an informal organization with 26 members, be converted into an international organization in which the Community is a full member. This organization would adopt the necessary regulations, monitor compliance with them and perform various certification tasks, particularly for aeronautical products. The aim would be to ensure a high uniform level of safety across Europe and to promote this throughout the world.
