The European Union and China have approved the creation of an energy working group. The group will meet twice a year to discuss energy cooperation strategy, review current common projects and define future ones. The creation of an EU-China Energy Working Group was foreseen in the "Joint Declaration" signed in Beijing, on 14 October 1996, during the visit to China of Mr. C. Papoutsis, Commissioner responsible for energy policy. The group will provide a permanent and institutionalized basis for EU-China energy cooperation which was first initiated in the early eighties. It is expected to have a substantial impact on the development of technical, economic, financial and commercial cooperation.
