The European Commission, DG XII, has published a study outlining the situation of research and development and innovation in the Maghreb states of North Africa. The book contains chapters on the education and training systems and the general economic situation in the countries of the region. An analysis of the national innovation systems is followed by individual chapters on research and development in Algeria, Mauritania, Morocco and Tunisia. Case studies from the information technologies and agronomic research sectors are used to illustrate the situation of the Maghreb in relation to other areas of the world. The aim of the study is to determine how successful existing cooperation arrangements between EU Member States and the Maghreb states have been in developing their R&D capabilities, and to examine possible areas for future collaboration and cooperation. In particular, the study aims to determine whether R&D in the Maghreb countries, which have a number of common characteristics, is sufficiently integrated for EU cooperation efforts to be conducted on a regional basis rather than a state-to-state basis.
