Meeting on 27 November 1991, the Economic and Social Committee (ESC) adopted an opinion on the Commission's proposal for a Council Directive on the frequency bands to be designated for the coordinated introduction of digital short-range radio (DSRR) in the Community (COM(91) 215 of 12 June 1991). The need for international coordination of frequency allocation has been recognized for many years. However, measures as specific as those in the proposal have not to date been implemented on a wide scale. The Committee therefore commends the proposal and supports the principle of pan-European frequency allocation. This should add momentum to the progress already made in the development of DSRR towards: The completion of a single European DSRR standard; the coordinated introduction of DSRR throughout the Community; pan-European DSRR operation via the availability of common frequencies; the creation of a large Europe-wide DSRR market with consequential benefits for manufacturers. Inter alia, the Committee finds the principles of harmonization contained in the proposal complementary to the general principles set out in the Commission communication "Towards a dynamic economy; Green Paper on the development of the common market for telecommunications services and equipment" (COM(87) 290 of 30 June 1987). The ESC also recommends that the deadlines for implementation of the frequency allocation should be realistically (but tightly) rescheduled.
