Evaluation of completed BRITE/EURAM projects
The European Commission, DG XII, has published an open invitation to tender for the evaluation of projects completed under the specific RTD programme in the field of Industrial Materials and Technologies (BRITE/EURAM). The contractor will be required to carry out, in collaboration with the Commission, the evaluation and analysis of completed RTD projects from the BRITE/EURAM programme. The work will consist of three evaluation exercises (mid-1997, early 1998 and early 1999) of around 900 RTD projects finished, respectively, in 1995 and 1996, in 1997 and in 1998. The evaluation will consist of assessing the characteristics of the results achieved by the project and their impact in terms of industrial applications, economic gains, and social and environmental aspects. Various means of collecting the information, such as telephone calls, mailing of questionnaires and visits to project partners, may be envisaged. These three evaluation exercises will each take place in eight different batches, the first seven tackling the evaluation of project in specific domains: - Batch 1: Raw materials and recycling; - Batch 2: Structural materials; - Batch 3: Functional and mass commodity materials; - Batch 4: Design of products and processes; - Batch 5: Engineering, quality, maintainability and reliability; - Batch 6: Design of products and processes; - Batch 7: Manufacturing; - Batch 8: Computing the collected data; statistical and socio-economic analysis of the collected data; comparison with previously obtained data; synthesis and recommendations to the Commission. Tenderers may bid for one or several batch(es), but they must bid for the entire service within each chosen batch. The proposed contract will be for one year, renewable for a total maximum duration of 27 months. Tenderers should fulfil the following conditions: - a) Not be a participant in or coordinator of a contract concluded with the BRITE/EURAM programme (1994-1998); - b) Not have a commercial interest which could affect impartiality of the work to be carried out.
