The Commission of the European Communities has drawn up a study programme for 1992 in the context of its Green Paper on satellite communications ("Towards Europe-wide systems and services - Green Paper on a common approach in the field of satellite communications in the European Community", COM(91) 490 of 20.11.1991). Institutional, industrial, market and economic factors are to be examined with a view to establishing the scope of future Community actions in this field. Studies will include: The market and key factors for micro satellite technology in Europe; third generation satellite technology; the market for pan-European vehicle location and tracking services; the satellite DAB market; regulation for LEO and HEO systems; management of orbit and frequency resources; satellites and communications infrastructures in eastern Europe; the effect of US and Japanese efforts on the European satellite communications market; prospects and problems of the European ground-segment industry.
