The Community requirement for a high-quality European statistical system (ESS) which can be used to determine, monitor and assess economic, social and environmental policies is set out in the Commission's "Communication on the evolution of the European statistical system" published in the Official Journal. Community responsibilities and aims regarding statistics are discussed, together with the proposed management and consultation structures of the ESS, its resources, and the principles of subsidiarity and partnership under which it will operate. The Commission is to propose a multiannual statistical programme to be implemented on the basis of a partnership between the Statistical Office of the European Communities (EUROSTAT) and the national statistical offices.
