At its session of 20 March 1997, the Economic and Social Committee (ESC) adopted an own-initiative opinion supporting the participation of Turkey in the Community's SOCRATES, LEONARDO DA VINCI and "Youth for Europe" programmes. The ESC is of the opinion that education and training are areas in which the richness of human and cultural exchange with third countries is significantly more important than any other consideration of an economic or political nature. The Committee recognizes the legitimate concerns over the democratization process and human rights in Turkey. It nevertheless remains convinced that cooperation in the areas of education, training and youth are of immeasurable value in terms of relations between civil populations. The ESC therefore calls on the Commission to clearly identify the measures to be taken to ensure the access of Turkish youth, students and universities to these programmes.
