The European Commission, DG XVI, has published a call for tenders concerning the evaluation of Community measures in support of the European Community Business and Innovation Centres (EC-BIC). Since 1984 the Commission has, as part of its regional policy, developed a programme for the promotion of a network of Business Innovation Centres (BICs) with the aim of encouraging the emergence and development of innovative SMEs. There are at present some 115 BICs throughout the 15 Member States. The Commission hopes that this evaluation study will fill the gaps in its information about the measures in favour of BICs. An overall analysis of the effort made over the past 13 years, based on observable fact and carried out by an external and independent body, will provide the data on which to take stock of these measures, assess their relevance and coherence, and make forward-looking suggestions for any adjustments that may be required.
