A Council Directive coordinating the laws, regulations and administrative provisions relating to the application of Community rules on the procurement procedures of entities operating in the water, energy, transport and telecommunications sectors (Directive 92/13/EEC of 25.2.1992) provides that the Member States shall ensure that decisions taken by contracting entities may be reviewed, effectively and as rapidly as possible, in accordance with Articles set out in the body of the text. The Directive aims to ensure that potential suppliers and contractors have a fair opportunity to secure the award of contracts and makes specific provisions to ensure an effective application of rules to this end. Member States shall take, before 1 January 1993, the measures necessary to comply with this Directive.
