An Economic and Social Committee Opinion of 25 March 1992 concerns the Commission proposal for a Council Directive amending Directive 90/531/EEC on the procurement procedures of entities operating in the water, energy, transport and telecommunications sector (COM(91) 347 of 6.11.1991). The proposal applies to the main utility sectors and combines, in a consolidated Directive, existing provisions on procedures for work contracts and for purchases of goods with new provisions on services. It is to enter into force on 1 January 1993. The Committee endorses the proposal subject to certain reservations relating to the separation of services into two categories as listed in Annex A and B.
