The European Commission has published a review of the first five years of implementation of Agenda 21, the action plan for improving the world's environment agreed by governments at the Rio Summit in June 1992. The review sets out the policies and activities which the European Community has developed during the five years since Agenda 21 was adopted. It describes them against the background of the problems requiring solved and, where possible, assesses what has been done and what still requires to be done. The review should be seen as complementing the recent review of the implementation of the Community's Fifth Environmental Action Programme. The review looks at policies and activities in the following areas: - Linking social and economic development; - Conservation and management of resources; - Strengthening participation; - Tools for sustainable development; - Future plans and progress.
