Evaluation of RTD and innovation actions under the Structural Funds
The European Commission, DG XVI, has published an invitation to tender concerning the evaluation of RTD and innovation actions under the Community's Structural Funds. The Commission intends to launch a thematic evaluation of RTD and innovation actions financed under the Structural Funds since 1989. The purpose of this study is to provide a thorough and systematic analysis of the contribution and impact of the different types of RTD and innovation actions in the Member States and regions from an economic development perspective. The study will also consider relevant policy implications for future investment by the Structural Funds in this field, on the basis of lessons drawn from past and current experience. In view of the content and policy relevance of RTD and innovation actions, and the need to cover all relevant Objectives under the Structural Funds, the study will be divided into two lots: - Lot 1 will focus on regions whose development is lagging behind (Objective 1) and those with very low population density (Objective 6); - Lot 2 will cover regions affected by industrial decline (Objective 2).
