The European Environment Agency (EEA) has published an invitation to tender concerning the development of an aggregated database relating to the report on the state of Europe's environment. The EEA is charged with producing objective, reliable and comparable information on Europe's environment for policy-makers and the public. It is now preparing for the compilation of the next three-year report on the state of Europe's environment, which has to be ready for December 1998. The geographical scope of the report aims at coverage of the EU Member States, Norway, Iceland, Liechtenstein, the ten Central and Eastern European accession countries, the Arctic and Baltic regions bordering the EU and the trans-boundary Mediterranean regions. The report will describe the current and foreseeable state of the environment from the following points of view: quality, pressures and sensitivity. The EEA central reporting database has now to be developed further and populated, in order to prepare and facilitate the process of data collection, analysis and access for the next report. In this framework the agency is seeking an in-house consultant (to be paid at a daily rate) for technical assistance in the development of the central database of aggregated environmental data. The database for aggregated reporting data was developed using Microsoft Access in combination with spreadsheets. The first aim was to store and process national aggregated statistical data on environmental topics and on relevant economic activities and sectors. The structure of the database was designed according to basic environmental reporting needs: production of synthetic indicators, time series, and calculation of simple extrapolations. Several tasks are now required in order to adapt, improve and populate the database for the purposes of the next report, including extending the functions to cover outlook analyses (generation of environmental trends using simple calculations) and user access facilities (including Internet access). These tasks will be implemented in close connection with the development of guidelines for data collection and process characterization that the EEA is undertaking. The contractor will be entrusted with the technical aspects of the following tasks, under the guidance of the EEA central database officer: - A. Design, adaptation and transformation of spreadsheets and parts of the existing aggregated database according to given specifications; - B. Execution and documentation of calculations (e.g. extrapolations, combination of data) on the database; - C. Documentation of data sources, data processing and quality control; - D. Preparing part of the database for Internet access. The contractor will not be responsible for the content of the database (identification of each "indicator", data on scenarios and environmental targets models description), which is being collected through other projects at the Agency. The duration of the contract will be 100 working days over a period of eight months starting in October 1997. The work will take place at the headquarters of the Agency in Copenhagen, where a dedicated working place and computer facilities will be provided. The working language is English.
