The European Commission, DG XIII, has published an invitation to tender concerning a study on guidelines for the technical specification of a single-line analogue interface to the public switched telephone network. The liberalization of European telecommunications markets in 1998 will lead to many new telephone network operators entering the market, many of whom will seek to operate in several Member States. The single-line analogue interface to the public switched telephone network, currently used in the public networks in the Member States, demonstrates a high degree of commonality. On the basis of this observation, a harmonized type approval specification for non-voice terminals is under development (prTBR21), to be followed by specifications for voice terminals and guidelines for the installation of series and parallel instruments. The objective of this study is to develop a technical guideline laying down harmonized target design specifications for a single-line analogue interface capable of supporting voice and non-voice terminals, suitable for use by new network operators in all Member States. The technical guidelines should be based on: - The terminal type approval specification contained in prTBR21, and in other relevant type approval specifications for analogue interfaces - in particular, those currently being developed by ETSI; - The ETSI specifications for two wire analogue leased lines; - The ETSI recommendations for a harmonized connector for this type of application. The resulting technical guidelines would be in the nature of a recommendation complementing TBR 21 and TBR 37. The work should be completed within five months.
