Accelerated phase-out of ozone-depleting substances
A Commission proposal for a Council Regulation (EEC) amending Regulation (EEC) No 549/91 of 4 March 1991 in order to speed up the phasing-out of substances that deplete the ozone layer (COM(92) 106 of 20 March 1992) points out that, in the light of recent scientific knowledge, it is appropriate to introduce stricter control measures than those provided for in the stated Regulation. To this end, the proposal brings forward the time limits for phased reduction in production and consumption of chlorofluorocarbons, other fully halogenated chlorofluorocarbons, halons, carbon tetrachloride, and 1,1,1-trichloroethane. With stated exceptions, all consumption of these substances is to be terminated by the end of 1995.
