A new policymaking model for agriculture

Developing a policy model for a more comprehensive definition of agriculture has the potential to help the well-being of rural communities across Europe.

Agriculture is the primary aspect in rural development, but other considerations such as agro-tourism, leisure and health of the environment also play an important role. The EU-funded project 'Towards a policy model of multifunctional agriculture and rural development' (TOP-MARD) aimed to outline new policies for this multifaceted agricultural paradigm. By examining the economic, social, cultural and environmental factors linked to the multifunctional nature of agriculture, TOP-MARD assessed how policies affect rural development. Fine-tuning these policies could have a positive effect on the quality of life in rural regions and contribute to healthier legislation that takes into consideration the environment as well. The project developed a systems approach that is more powerful than conventional assessment methods such as cut-and-dry geographic and economic studies. It closely investigated existing policies as well as dynamic relationships between market and non-market agricultural functions, studying the impact on local economies and societies. By testing these relationships and policies against success or failure, the project developed an effective core model that outlines long-term effects on farm households and local communities. The model is being tested in 11 rural regions and will undoubtedly help them advance in many ways. Once the model is perfected it will be able to shape policy development and improve the livelihood of many more rural communities.
