The European Commission, DG VII, has published an invitation to tender concerning a study on implementation issues of the aeronautical telecommunications network (ATN). The contract will be for a study of implementation issues of the aeronautical telecommunications network (ATN). ATN is, by definition, cross-border in nature and its implementation needs, therefore, to be coordinated at regional level first and then on a global level. The study aims at: - Identifying any legal, organizational and economic obstacles to the implementation of ATN in Europe and proposing solutions to them; - Proposing a realistic transition plan that identifies the investments to be made and accompanying initiatives to be taken by the aeronautical community, as well as supporting measures (funding, regulatory initiatives, any other action) that the Community should take to facilitate this transition.
