Updating survey of telecoms licensing regimes in the EU
The European Commission, DG XIII, has published an invitation to tender concerning a study on the updating of the survey of telecommunications licensing regimes in the EU Member States. The tasks to be performed include, for each Member State, an update of the sets of "fiches" elaborated in the initial study, as well as a copy of the relevant applicable national regulations. In most Member States, important changes are being brought to the licensing regimes in order to prepare for the full opening to completion of telecommunications in 1998. This calls for an updating of the study on telecommunications licensing regimes completed for the Commission in August 1996. The study to be updated is a compilation of relevant provisions of national licensing regimes in the field of telecommunications services and networks. It includes no analysis or assessment of these regimes. It is aimed at making available, in a short and quick way, general information about licensing in EU Member States: scope of the authorization, procedures, conditions, fees, administrative follow-up, etc. This study is available, on the Commission's Web sites, at: http://www.ispo.cec.be/(opens in new window) and http://europa.eu.int/(opens in new window) The update could include any additional methodological input where it would appear that the "fiches" can be improved or enlarged in order to describe more accurately the reality. The update should also provide, for each Member State, summaries of the description. The study should be completed within three months.
